Actually, the key is "why the rod limit in the first place?" For the most part, the fishing regs should be science based. Size limits, catch limits, perhaps open seasons, etc. Many states allow unlimited rods - except for crappie fishing with spider rigs, most guys just use a few rods. 

How about ice fishing?  Extra tip-ups for a fee?  Shore fishing?  

Could be a slippery slope if the "guv-ment" starts seeing dollar signs.  This would be an "extra-rod tax" having nothing to do with tracking anglers and demographics. No benefit in claiming Federal Aide money, likely no impact on the resource - just extra money which legislators could easily grab and appropriate for their pet projects. It's only the loss of Federal funds which prevents them doing it currently.  Why not an "extra bait" tax.  Pass "lure limits" - like an angler can only possess six lures at a time - unless you buy an extra lure limit.  Let your imagination run rampant. Remember these are the same people who tax dead people. 

Baron 2150  - actually, with an autopilot, fishing a half dozen rods or more solo would be simple - at least until you get doubles or triples going!  (but fun)

I wasn't insinuating the DNR taxes dead people. Sorry. I was talking about the "government" in general with Estate Taxes, Taxing social security benefits, tagging extra fees on businesses and individuals for dozens of reasons.  The Federal Aid in Sport Fish Restoration Act prevents legislatures from getting a hold of fishing license moneys and requires the federal aid to be spent only on fisheries management; The rod "license" wouldn't be considered a "fishing license" as I see it, Rather, just a fee, like purchasing an annual launch pass and it wouldn't necessarily be used strictly to fund fish projects.  Like here in Indiana, cigarette and liquor taxes are spent on lots and lots of things not associated with anti-smoking or alcohol rehab programs.
