In most states the license fees are legislatively set. Probably a good thing, except most legislators are weenies and idiots. They are idiots if they think they can maintain base levels of services without increasing licensing fees. So they go years or even a decade or more with no increase and then when they do one, they weenie out and don't set the fee to a realistic level.

Actually, if you look at all the non-hunting/fishing activities funded by hunting and fishing license fees - both biological and enforcement - the really sad thing is so little of the general fund money goes to Division of Fish and Wildlife responsibilities having no or little impact on game fish and game animals. Started back in the 60s when the Dept. of Conservation became DNR and Fish and Game became Fish and Wildlife. It's not gotten better, since.
